Let $n! = p_1^{m_1} \cdot \cdots \cdot p_k^{m_k}$ where the $m_i$ are given by Legendre's formula (en.wikipedia.org/wiki/Legendre%27s_formula), and where $p_1 < \cdots < p_k$. Claim: $p_1^{m_1} \geq \cdots \geq p_k^{m_k}$.
